Completed service in the United States Army with distinction as a Lieutenant General of the Army. Over thirty-five years of diversified experience and documented success in the areas of human resources management, information management, training and organizational development, financial management, and as CEO or principal executive assistant to five major defense organizations with personnel strengths of over 18,000 employees.
Highly experienced in providing effective leadership and management in extremely demanding and potentially sensitive key assignments within the defense establishment both at home and overseas. A dependable leader and team player with excellent communications and people skills. Held top-secret clearance level in the United States Army. A clear thinker and critical analyst of proposals, plans and operating procedures.
Ten years of progressive experience in the private sector in the areas of information management, organizational development, human resources management and financial management. Highly experienced in providing effective leadership and management as a Component Commander of Joint Analytical War Games addressing scenarios in sensitive regions of the world. Provided effective leadership in the design of scenarios-based seminar war games, supported by modeling, research and analysis. The product from these games addressed the complete escalatory spectrum from presence to weapons of mass destruction.
The output of these games provide information to develop policies, requirements, investment strategies, doctrine analysis and evaluation of forces, technologies and strategies. EXPERIENCE
Executive Management
Chairman of a corporate level task force overseeing the implementation of the Civil Service Reform Act of 1980. Principal director of personnel training, and corporate development pertaining to personnel and manpower management, training, and utilization of approximately 120,000 personnel from scientists and engineers to technicians and skilled laborers.
Directed the work force management activities of a 2000 person staff in administration and operational matters for one of the ArmyÕs largest major commands with 129,000 personnel and an annual budget of over $30B. Monitored the activities of a logistics management college, management engineering training facility, a school for packaging technology, and an intern center with budgets in excess of $24M. Monitored nuclear safety, training, security, storage and compliance with existing laws, policies and regulations.
Human Resources Management
Managed and administered the Army-wide enlisted personnel system, which serves approximately 700,000 personnel including the enlisted portion of the Army Reserve System.
Position required the implementation of the new Enlisted Personnel Management System (EPMS); maintenance of overseas (Asia, Europe and South America) forces at optimum strength; a systematic distribution of soldiers to stateside training bases; and the innovative development of noncommissioned officers advancement ant training programs.
Information Management
As Inspector General of the Army, inquire and respond to reports on matters affecting the mission performance, state of discipline, efficiency, readiness, economy, and morale of the Army.
Assess the operational and administrative effectiveness of the Department of the Army by evaluating leadership and managerial procedures and practices within selected organizations and identifying matters influencing the performance of their mission, state of discipline, readiness, efficiency, economy, and morale. Monitor Army intelligence oversight program in conjunction with the ArmyÕs General Counsel.
Served as the point of contact for General Accounting Office (GAO) inquiries into key performance areas within the Army. Provide feedback to key decision makers at the Secretariat and Army staff level regarding the overall resource management, status of personnel, equipment, funds, and facilities for the Army. Identify and report significant instances or patterns of fraud, waste, and abuse within the Army.
Training and Organizational Development
Conducted psychological testing, peer ratings, and career counseling for students at major defense college. Developed, administered, and evaluated educational feedback questionnaires to assist various teaching departments in validating curricula for instructional programs.
Financial Management
Directed a $66M overseas installation upgrade program for the refurbishment of new construction of housing, dining, and recreational facilities for U. S. Forces in the Republic of Korea. Managed training and operational budgets in three combat ready Infantry Divisions for $8M, $35M, and $57M, respectively. As Inspector General of the Army, served as principal financial manager for an $11M budget for worldwide response to matters directly affecting the mission, performance, or morale of the Army.
