Mr. Perkins served as a commissioned officer in the United States Marine Corps. He was assigned as a Communications Officer. His area of specialization was long range, multi-channel and satellite communications. Mr. Perkins was responsible for the management of equipment and staff to provide voice and digital communications support to East Coast Air Wing operational requirements. During his tenure, he also served as the Director of the Performance Counseling Center. In this position he provided counseling and training to Marines and their dependence on performance and substance abuse matters.
Mr. Perkins is active in both civic and professional organizations to include: the Chamber of Commerce, Chief Executive Roundtable, Johnstown Area Regional Industries (JARI) Defense Procurement Committee, and a Economic Development Corporation (EDC). He also serves as a member of the Presidential Advisory Board for the University of Pittsburgh.
