National Information Technology and Education Council (NITEC) appointed by Vice President Gore.

Promoted state of the art technology solutions for historically black colleges and universities (HBCUs).

Supervised and participated in the design and implementation of the National Executive Strategic Plan for the Minority Business Development Agency under U. S. Department of Commerce.

Served in a high technology driven communications and information systems company. Specialized in telecommunications engineering, document imaging, facilities management and system engineering. Responsible for corporate strategic planning and development.

1990-1994 Executive Vice President & Chief Operating Officer, Group Vice President, TRESP Associates, Inc. Alexandria, VA

Served in high technology corporation specializing in engineering, computer science, logistics, facilities management, management consulting, and training. Involved in all operational and administrative aspects of the corporation to include business development.

1983-1990 Chief Operating Officer, Vice President & General Manager, Automated Business Systems & Services, Inc. Upper Marlboro, MD

Directed all activities of a computer technology corporation including operations, administration, logistics, security, legal, personnel and contract administration. Supervised all Vice Presidents and Directors. Chairman of Strategic Planning Committee.

1982-1983 Vice President & Member of the Board of Directors, IMR Systems Corporation, Arlington, VA

Planned and directed the reorganization and strategic direction of a corporation, which specializes in the development of turnkey computer systems, propriety software, and providing facilities management and maintenance services. Served as the second senior of the corporation.

1980-1982 Commanding General, U. S. Army Readiness & Mobilization Region III, Ford Meade, MD

Directed the organization, responsible for the training, preparation and mobilization planning for 7,500 Army National Guard/Army Reserve units in five states and the District of Columbia resulting in immeasurably improved operational and logistical readiness.

1979-1980 Deputy Inspector General, U. S. Army, Washington, DC

Planned and conducted the annual inspection of all major commands in the United States Army. Institutionalized a systemic versus a compliance approach to inspection technique, which highlighted key issues of resolution.

1977-1979 Commanding General, VII Corps Artillery & Community Commander, Augsburg, Germany

Dual Missions: (1) Trained and deployed a tactical organization for a combat mission; and (2) Headed a military/civilian community overseas. Supervised all logistical services including housing, engineer support, commissaries and medical facilities. Implemented a program, which resulted in the elimination of discrimination barriers against U. S. personnel and restoration of harmonious relations with the host country.

1976-1977 Chief of Staff & Deputy Commanding General, Military District of Washington, DC

Managed the efforts of a 5,600 person, three-post organization have installation, logistical, security, ceremonial and inaugural responsibilities in the National Capitol Region resulting in improved quality of life and better accountability and control of government property.

1975-1976 Post Commander, Fort Meyer, Virginia

Directed all activities of a key installation. Commanded the Troop Division. Supervised all logistical and engineering functions.

1972-1974 Military Advisor, Arms Control Disarmament Agency, Washington, DC

Developed tension-reducing measures, which were implemented and are still in effect between North Korea and South Korea.

1969-1971 Chief of Security Division, Assistant Chief of Staff For Intelligence, Washington, DC

Identified and eliminated a plethora of burdensome administrative measures for the U. S. Army in the area of personnel and document security which produced substantial manpower and monetary savings.
