Louis M. Jackson’s corporate and military experience successfully integrates business management, technical proficiency and hands-on environmental experience. As Commander of the Army Toxic and Hazardous Materials Agency, he provided environmental restoration and compliance support to all U.S. Army Installations. As the Defense Department's Assistant Deputy for Chemical and Biological Matters, he performed management oversight for the destruction of materials and weapons and held oversight for compliance with RCRA, CERCLA, TSCA, and NEPA regulations. Mr. Jackson is a graduate of Tuskegee University (BS), Duke University (MS), and Long Island University (MBA). He has also completed equivalent degrees at the Army War College and the Army Command and General Staff College. He has a wide geographic range of experience, having worked or served in numerous states, countries, and territories.

Horne Engineering, founded in 1990, provides broad-based engineering and consulting services in the areas of Chemical Demilitarization, Waste Management, Navigation Systems & Aviation Infrastructure, Construction & Construction Management, Environmental Strategy & Compliance, and Communications.

Horne’s business expanded to include the Army Environmental Center, the DoD Assembled Chemical Weapons Assessment Program (ACWA) and the Non-Stockpile Chemical Material Program.
