Lieutenant Colonel Ollie P. Anderson, Jr., U.S. Army retired, is a graduate from Howard University, Southern University in Baton Rouge, Louisiana and the Catholic University School of Law.
He is a founding member of the ROCKs. He also served as the secretary of RMOA. Col. Francois is a graduate of Southern University (BS), and The George Washington University (MS). He is a graduate of the Transportation School at Ft. Eustis, The Army Command and General Staff College and The National War College. He has served in a variety of assignments in several countries and has toured throughout Africa and written about the military assistance to African countries south of the Sahara.

Allied Independent Contractor & Supply, Inc., provides services in the restoration of historic and commercial structures, environmental services and the repair and resale of HUD housing. These services are provided through five divisions of the company:
Restoration Contracting Division: Restores wood, stone, marble and metal in historic ecclesiastic and commercial structures. Recent projects include: Lincoln Memorial, Carnegie Institute, Notre Dame Chapel of Trinity College, Architects of the Capital Bronze Statutes, University of Maryland stone restoration, Washington Navy yard historic structures, and HUD Housing Restoration Project.
AICS Non-Skid Floor Treatment System: Provides anti-slip installation matched to any floor type and guarantees vast reduction in slip/fall accidents, immediate regulatory compliance and avoidance of lawsuits for negligence. Monitors effectiveness monthly and generates reports, conducts on-site visits quarterly to provide proof of ADA compliance. Environmental Remediation Contracting Division: AICS specializes in protecting the environment through the treatment in place of hydrocarbon or toxic metal contaminated soils, sludge, ash and wastewater in industrial applications. Services include feasibility and treatability studies, wastewater treatment, soil remediation, laboratory testing, preliminary field analysis, assessment and monitoring services, provision of proprietary bioaugmentation and monitoring equipment, and assessment of residential and commercial insurance claims. Microbiological services include inhibitory factors.
Engineering services include water and wastewater engineering, solid waste management, and planning and environment engineering.
Manufacturing Division: Produces chemicals and proprietary custom blended bacterial cultures for biotechnical remediation and restoration services. Research and development programs include enhancement of bioaugmentations services, development of new bacterial cultures and blends, and improvement of application equipment.
AICS HUD Housing Division: In cooperation with a community-based Non-Profit organization, provides affordable housing assistance to low and moderate income families through the FHA 203(K) and other housing programs. Rehabilitates and repairs HUD foreclosure properties, and assist home buyers to acquire maximum loan-to-value financing consistent with FHA guidelines.
