Dr. Horace F. Jones received his Bachelor of Science degree and Master of Arts in Counselor Education from Southern University in Louisiana, a historically black university. Dr. Jones entered the U.S. Army where he served as an Artillery Staff Officer, Commander of troops in Vietnam and later as a Training Unit Commander and Staff Officer for the U.S. Army Training Center. While continuing his service in the military as Senior Intelligence Director at North American Aerospace Defense Command, he furthered his education by receiving his Ed.D. in Guidance and Counseling from the University of Denver, Colorado. Dr. Jones continued military service as Vice Dean at the Defense Intelligence College. In 1983, at the rank of Lieutenant Colonel, Dr. Jones left the Army to pursue a career in private industry where he held a wide-variety of executive-level positions for several high-tech corporations in the Washington, DC Metropolitan area.

In 1986, after more than 25 years of leadership, training, and systems experience with the U.S. Army, government, and the private sector, Dr. Jones decided to establish his own professional services firm. Dr. Jones founded Advanced Resource Technologies, Inc. (ARTI) for the purpose of providing government and commercial clients the best mix of existing technology while creating rewarding employment opportunities for minorities.

Mr. Charles Anderson, Jr. received his Bachelor of Science degree in Education from Southern University and Master of Education degree in Educational Administration from Georgia State University. He also attended the Industrial College of the Armed Forces, National Defense University. He served over 25 years as an officer in the U.S. Army where he held a wide range of staff and command positions. He served two tours in Vietnam and commanded units from platoon to brigade level. In 1989, he retired from the military as a colonel and began a career in the private sector where he held positions as Director of Technology Applications, Director of Administration, Executive Vice President and Chief Operating Officer. Mr. Anderson joined ARTI in December 1997 and assumed the role of Chief Operating Officer.
